Immigration changes - debate at the juniors' conference 2006

Motion by CONFERENCE AGENDA COMMITTEE: That this conference strongly condemns the implementation of new immigration rules for postgraduate doctors and calls for:
i) immunity for doctors already in the UK before 7 March 2006

ii) the BMA to challenge legally any misinterpretation or misapplication of the new rules

iii) the new Home Secretary to clarify the rules and issue clear and prescriptive guidance to employers

iv) the GMC to conduct a national census of the number of affected overseas doctors in the UK.

1. Motion 64 - Government changes to immigration rules - South Thames RJDC

Motion by SOUTH THAMES RJDC: That this conference whole-heartedly deplores the plight of doctors who require permission to work in the UK who may suffer as a result of the sudden implementation of the new immigration policy and calls upon:
i) the JDC to lobby the Home Office (immigration) to exempt doctors who require permission to work in the UK already in the country, or delay its implementation by 18 months

ii) the BMA, the DH and the GMC to develop a clear message for doctors who require permission to work in the UK considering pursuing a career in the UK in the near future; specifically outlining the new job selection process and the potential financial implications that should be considered before such a move.

Motion by SOUTH THAMES RJDC: That whilst the idea of managed migration is agreeable, the sudden implementation of the new guidelines will be to the detriment of many doctors who require permission to work in the UK who have provided the NHS with exemplary service. This conference calls upon the government to extend a period of grace to those affected doctors to allow them to plan their affairs appropriately.
