Dear Colleague
On 12th June 2002, the four UK Health Departments, the NHS Confederation and the Central Consultants and Specialists Committee (CCSC) agreed a framework for a new NHS consultants’ contract.
In the weeks since, discussions have taken place about how it will work in practice. We have become aware that a number of misconceptions have arisen, some of which are causing consultants concern. As we move towards a referendum on the framework, it is essential that consultants cast their vote on the basis of an accurate understanding of what the new contract will mean for them.
We have, therefore, agreed the attached explanatory note, which we encourage consultants to read carefully. It is not intended to replace the framework agreement – but should be read as the agreed clarification of what we accept is a complex document.
The statements in the explanatory note apply to all consultants, including those in public health medicine and clinical academic consultants (in respect of their NHS duties and responsibilities). The explanatory note is also being sent to Chief Executives, Medical Directors and HR Directors of NHS organisations in England.
Consultants should now study the framework document together with the explanatory note and then decide how they will vote in the referendum. The CCSC recommends acceptance.
